Everything you need to know about PPWR
1. Does PPWR apply to my company?
Yes, if you place packaged products on the EU market. The regulation covers manufacturers, importers, distributors, brand owners, online platforms, and fulfilment providers.
2. When do the first requirements take effect?
12 August 2026. Conformity declarations are mandatory from this date. Substance restrictions on PFAS in food-contact packaging and heavy metals also apply.
3. What is a conformity declaration?
A document proving your packaging meets PPWR requirements. Required for every packaging format placed on the EU market after 12 August 2026. Must be available on request.
4. What are the recyclability grades?
From 2030, all packaging must achieve Grade C or above (A, B, C). Grades D and E are banned. From 2038, Grade C is also banned. Design-for-recycling criteria will be published by the Commission in January 2028.
5. What recycled content targets apply?
By 2030: 30% for PET beverage bottles, 10% for contact-sensitive non-PET, 35% for other plastic packaging. Targets escalate to 50–65% by 2040. Only post-consumer recycled content counts.
6. How much empty space is allowed?
From January 2030, grouped, transport, and e-commerce packaging must not exceed 50% empty space. Filling material counts as empty space. Double walls and false bottoms are prohibited.
7. Which formats will be banned?
From January 2030, certain single-use formats are banned including some HORECA packaging, small hotel miniatures, and specific grouped packaging formats. Exact formats are listed in PPWR Annex V.
8. How does PPWR change EPR?
Harmonised EPR rules across the EU replace the current patchwork of national systems. A single producer registry is planned for 2029. EPR fees will be modulated by recyclability grade: better grades receive lower fees.
9. Do I need new packaging labels?
Yes. Harmonised EU-wide labelling with standardised pictograms is required from August 2028. Reusable packaging requires additional labels and QR codes from February 2029.
10. What happens if I do not comply?
Member states must implement “effective, proportionate, and dissuasive” penalties. Several are modelling enforcement on GDPR: up to 4% of global annual revenue. Non-compliant packaging can be removed from the market.
